The Jacksonville Talking Book Library is a service that provides reading materials to those who are blind, visually or physically disabled as well as those who are reading or learning disabled. The service is FREE to those who qualify. Please call 904-630-1999 for more information. The Jacksonville Council on Elder Affairs serves as an advocate for the older persons in the city, to the governmental agencies responsible for the various plans and programs designed to help older persons.
